Pay attention together!
A quick look at the press conference-
It is necessary to implement the cancellation of the household registration restrictions for flexible employees to participate in the basic old-age insurance for enterprise employees in their places of employment.
Actively promote grassroots express outlets to give priority to industrial injury insurance, and accelerate the pace of full coverage of the industrial injury insurance system for professional people.
Support the elderly to use national and local self-service certification platforms to realize self-service certification of social security benefits.
When the registration authority handles the registration, the employer shall simultaneously handle the social insurance registration, verify the eligibility of the insured for social insurance benefits through information comparison and self-service certification, and let the people run less errands through "running more data".
At present, all insured persons can go to different provinces for medical record, among which emergency rescue personnel are deemed to have been put on record.
Q1
Q: How to further improve the social insurance policy?
A:
In terms of old-age insurance, it is necessary to cancel the household registration restriction for flexible employees to participate in the basic old-age insurance for enterprise employees in their places of employment, and organize flexible employees who have not yet participated in the basic old-age insurance for enterprise employees to participate in the basic old-age insurance for urban and rural residents in accordance with regulations.
In terms of work-related injury insurance, we will consolidate the achievements of participating in work-related injury insurance according to projects in construction projects, actively promote grassroots express outlets to give priority to work-related injury insurance, and accelerate the pace of full coverage of the work-related injury insurance system for professional people. During this period, we focused on a pilot project, the pilot project of occupational injury protection for employees in new employment forms. This pilot project was launched on July 1 last year, and the first batch of pilots were carried out in seven platform enterprises. By the end of July, 6.15 million platform enterprises had been covered in seven provinces and cities. We will continue to sum up in practice, constantly explore and improve, and establish and improve the occupational injury protection management service standard and operation mechanism.
Q2
Q: What convenience measures are there to verify the eligibility for social security benefits?
A:
The first is to carry out information comparison certification. The "Regulations" stipulate that social insurance agencies shall verify the eligibility of social insurance benefits through information comparison and self-service certification.
The second is to implement remote self-service authentication. Promote services such as biometric authentication and remote authentication of mobile phone applications, and support the elderly to use national and local self-service authentication platforms to achieve self-authentication. In order to solve the problem that some elderly people can’t use smart phone authentication, the mobile phone application of the human resources and social security department has developed the function of "operating by others", and family members or staff can help the elderly to authenticate.
The third is to accurately verify the authentication information through services. The "Regulations" also stipulate that if the eligibility for social insurance benefits cannot be confirmed through information comparison, self-service certification, etc., the social insurance agency may entrust the employer or a third-party institution to verify. In recent years, for those who can’t confirm the eligibility for treatment through information comparison, combined with the national insurance plan and socialized services for retirees, including health check-ups, recreational activities, visits and condolences, etc., authentication information verification is carried out, management is integrated with services, and door-to-door services are actively provided for those with mobility difficulties.
After years of hard work, the proportion of certification completed by data comparison and self-help means in the whole country has exceeded 70%.
Q3
Q: How to further improve the convenience level of social insurance management?
A:
The Regulations on Social Insurance Handling stipulates that the employer shall register social insurance at the same time when the registration authority handles the registration, and verify the eligibility of the insured for social insurance benefits by means of information comparison and self-service certification, and let the "people run less errands" through "running more data". It is required to reduce unnecessary certification materials and cancel certification materials without laws and regulations and the basis of the State Council’s decision.
We will promote the unification of national social insurance service standards, overall linkage, business collaboration, deep integration of online and offline, fully implement the notification and commitment system of certification matters, and launch more "one thing" integrated services to provide employers and individuals with convenient and fast services with full network, full process and no difference.
Strengthen barrier-free services for special groups such as the elderly and the disabled, and provide convenient services through authorized agency and on-site service.
With the help of banks and grass-roots service platforms, we will extend service outlets and expand service channels, and build a "nearby" social insurance handling service that is 15 minutes’ walk in urban areas and 5 kilometers’ service circle in rural areas.
Q4
Q: What progress has the Medical Insurance Bureau made in promoting the direct settlement of medical treatment across provinces and different places this year?
A:
By the end of August this year, the number of designated medical institutions across provinces had reached 475,100, an increase of 45.33% over the end of last year. At the same time, in the first eight months of this year, the total number of inter-provincial direct settlement of five kinds of chronic and special diseases, such as hospitalization, general outpatient service and outpatient service, such as hypertension and diabetes, reached 72.1671 million, reducing the advance of the masses by 97.21 billion yuan, up by 245.1% and 91.77% respectively compared with the same period last year.
At present, all insured people can go to different places for medical treatment, and emergency rescue personnel are regarded as having been put on record. The validity period of filing has been unified throughout the country. During the validity period, the insured can see a doctor many times at the place of medical treatment, and can enjoy treatment in both the place of filing and the place of insurance.
Q5
Q: How can the medical insurance service be more convenient, better and more efficient?
A:
The first is to further improve the list of medical insurance government services. In the early stage, the National Medical Insurance Bureau formulated a list of medical insurance government services, unified the service standards of 28 common medical insurance businesses, and realized the standardization and unification of work links and completion time. The National Medical Insurance Bureau will continue to deepen the standardization of medical insurance services, further optimize the list of government services and operational norms, promote the streamlining of work links and process reengineering, and actively promote the realization of medical insurance services in the same city.
The second is to comprehensively promote the digital transformation of medical insurance management. The Regulations stipulate that employers and individuals can handle social insurance affairs through government websites, mobile terminals, self-service terminals and other channels. The National Medical Insurance Bureau will make full use of information technologies such as the Internet and big data to promote the digital service of the whole process of medical insurance management, accelerate the "online running" and "handheld running" of medical insurance services, change "people running errands" into "data running", and improve the online availability rate of medical insurance government services.
The third is to speed up the improvement of the medical insurance service network. The "Regulations" stipulate that the ability of social insurance handling services should be strengthened to achieve full coverage of provinces, cities, counties, towns (streets) and villages (communities). The National Medical Insurance Bureau will accelerate the construction of grass-roots service network, continue to promote the sinking of services, create a "15-minute medical insurance service circle", and actively delegate high-frequency service matters such as medical insurance information inquiry and medical treatment in different places to towns (streets) and even villages (communities) for convenience.
The fourth is to continue to promote the medical insurance warm-hearted office. The Regulations stipulate that barrier-free environment construction should be strengthened, barrier-free information exchange should be provided, and convenience should be provided for special groups such as the elderly and the disabled. The National Medical Insurance Bureau will strengthen the construction of standardized medical insurance windows, promote the aging transformation of service facilities and barrier-free information services for special groups such as the elderly and the disabled, and provide intimate and warm medical insurance services for the masses. At the same time, fully implement the "good bad review" system, carry out the evaluation of medical insurance management services, and continuously improve the level of medical insurance services and people’s satisfaction.
