The Ministry of Transport issued the Measures for Service Evaluation of Road Freight Vehicle Dynamic Monitoring Service Providers.
Cctv newsThe reporter learned from the Ministry of Transport that a few days ago, the Ministry of Transport issued a notice of "Measures for Service Evaluation of Road Freight Vehicle Dynamic Monitoring Service Providers", which pointed out that the dynamic monitoring of road freight vehicles should be strengthened to improve the quality and online rate of monitoring data and ensure the reliable and effective operation of the national public supervision and service platform for road freight vehicles. The specific contents of the Notice are as follows:

Article 1 In order to strengthen the dynamic monitoring of road freight vehicles, improve the quality and online rate of monitoring data, and ensure the reliable and effective operation of the national public supervision and service platform for road freight vehicles (hereinafter referred to as the public platform for road freight vehicles), according to the Law of People’s Republic of China (PRC) on Safety in Production, the Opinions of the State Council on Strengthening Road Traffic Safety (Guo Fa [2012] No.30) and the Measures for the Dynamic Supervision and Management of Road Transport Vehicles (Ministry of Transport, Ministry of Public Security, State Administration of Safety Supervision, 2012)
Article 2 These Measures shall apply to the service evaluation of road freight vehicle dynamic monitoring service providers (hereinafter referred to as service providers).
The term "service provider" as mentioned in these Measures refers to the market subject that provides socialized dynamic monitoring related services for freight vehicles connected to the public platform of road freight vehicles, including the installation, maintenance and replacement of satellite positioning terminals, relevant information input and other services.
Article 3 China Communications Information Center provides technical support for service evaluation, and is specifically responsible for the daily work of service evaluation.
Article 4 Service providers with service capabilities shall, after being filed by the provincial road transport management institutions of the provinces they serve, recommend to China Traffic and Communication Information Center to complete the technical joint debugging with the public platform of road freight vehicles.
Article 5 A service provider shall sign a service agreement for the public platform of road freight vehicles, and provide relevant services for freight vehicles connected to the public platform of road freight vehicles in accordance with the rights and obligations determined in the agreement, so as to ensure the normal use of vehicle terminals and the smooth data link between the service provider platform and the public platform of road freight vehicles.
Article 6 Service providers shall not set up technical barriers to restrict or hinder road transport operators from selecting and changing service providers.
Article 7 The service evaluation indicators for service providers include:
(1) Vehicle data standardization rate: the ratio of the number of vehicles with standardized data to the total number of vehicles on the network during the statistical period;
(2) Correct rate of terminal domain name setting: the ratio of the number of vehicles with correct terminal domain name setting to the total number of vehicles accessing the network during the statistical period;
(3) Correct uploading rate of pictures: the ratio of the number of vehicles that correctly uploaded all three types of pictures, namely, vehicle registration certificate (or vehicle certificate), driving license and body photo, to the total number of vehicles accessing the network during the statistical period;
(4) Verification rate of vehicle operators’ mobile phone numbers: the ratio of the number of vehicles verified by vehicle operators’ mobile phone numbers to the total number of vehicles connected to the network during the statistical period;
(5) The qualified rate of data upload interval: the ratio of the number of data with qualified data upload interval to the total number of uploaded data in the statistical period;
(6) Trajectory integrity rate: the ratio of vehicle integrity track to on-line vehicle track during the statistical period;
(7) Data pass rate: the ratio of the number of qualified data uploaded by vehicle terminals to the total number of uploaded data during the statistical period. Qualified data include vehicle dynamic data such as time, longitude, latitude, positioning speed, driving recorder speed, direction, altitude, vehicle status, alarm status, etc., which conform to the relevant information data body structure rules of the Terminal Communication Protocol and Data Format of Road Transport Vehicle Satellite Positioning System (JT/T 808) and are within a reasonable range.
Article 8 Establish a service quality evaluation mechanism for service providers. Strengthen the service function of public platform for road freight vehicles, so as to facilitate freight vehicle operators to choose and change service providers independently and evaluate the service quality of service providers. Service quality evaluation of service providers includes:
(1) Service request processing rate: the ratio of the number of user requests processed to the total number of requests;
(2) User complaint rate: the ratio of the number of effective complaints from users to the total number of vehicles served by service providers during the statistical period.
Article 9 The service evaluation cycle of service providers is divided into monthly and annual. The monthly evaluation is conducted according to the natural month, and the annual evaluation cycle is from January 1st to December 31st each year. The evaluation takes the form of automatic statistical analysis of the system as the main part and field investigation as the auxiliary part.
Article 10 The service evaluation of service providers shall be based on a scoring system, with a full score of 100 points and a qualified line of 60 points.
Eleventh any of the following circumstances, as the annual evaluation is not qualified:
(1) There are three monthly evaluations that are unqualified in the annual evaluation cycle;
(2) Forging the certification materials of the user’s authorization to transfer to the network, falsely reporting the vehicle positioning information, and tampering with the user’s contract, agreement and certificate materials;
(3) using vehicle-mounted terminals that do not meet the requirements of the Ministry standard and providing users with platforms that do not meet the requirements of the Ministry standard;
(4) Malicious preemption of vehicle information, preventing vehicles from transferring to the network independently;
(5) uploading a large number of wrong user data;
(6) Other vicious acts.
Twelfth unqualified monthly evaluation, should be rectified, rectification period of not less than one month; If the annual evaluation is unqualified, it should be rectified, and the rectification period should be no less than three months. During the rectification period, the public platform for road freight vehicles does not provide services for adding and transferring vehicles.
Thirteenth evaluation results should be publicized, and the publicity period is 5 working days. If there is any objection to the evaluation results during the publicity period of the evaluated unit, it may appeal to the evaluation unit for verification. If the evaluation results are wrong, it shall be corrected in time.
Article 14 China Traffic and Communication Information Center shall announce the service evaluation results of service providers to the public through websites and other forms for road freight operators to choose independently.
Article 15 These Measures shall be interpreted by the Transport Services Department of the Ministry of Transport.
Article 16 These Measures shall come into force as of January 1, 2017 and shall be valid for 5 years.
