In order to ensure the smooth implementation of the comprehensive reform of medicine separation, Zhen Lei visited every medical institution in Haidian District. On April 8, 2017, Beijing launched a comprehensive reform of medicine, and various measures were fully implemented in 382 medical institutions in Haidian District. By canceling the addition of medical consumables, standardizing the price of medical services, and implementing joint procurement of consumables, the masses can directly feel the dividends brought by the reform.
The acceptance policy is only the first step in the long March of reform, and it is more important to make the reform measures fine and excellent. During an inspection, an old woman had to go to a tertiary hospital to prescribe medicine because the community hospital didn’t have her usual medicine.
"We urgently investigated, and at the first time, we piloted the establishment of a list of drugs commonly used by residents in community hospitals, registered and filed drugs that were commonly used by the masses and were not in the scope of procurement, and delivered drugs to the disabled and elderly." Haidian District promoted the contract service of family doctors, took the lead in providing one-click family medical service for the elderly over 60 years old in the city, and built family medical patrol studios in old communities and communities with large demand for medical treatment, which solved the last mile problem of people seeking medical treatment.
Zhen Lei took the lead in proposing that Party building should lead the development of medical associations and improve the service system of medical associations in the jurisdiction. The satisfaction rate of community health services in the district was 96.07%.
In view of the difficulty for people to see a doctor in a big hospital, Zhen Lei organized the establishment of 653 teams of family doctors, making them "health gatekeepers" for Haidian residents. She took the lead in proposing medical examination and approval by enabling science and technology, so that information can run more, and people can run less errands, realizing the whole process of examination and approval of medical practitioners online, and providing enterprises in the jurisdiction with a one-stop service of "one window acceptance, parallel approval and only one run".
Coordinate the development of medical institutions with party building, and promote the establishment of hospital steering committees and health system party building coordination committees.
There are 1365 medical institutions in Haidian district, with extremely diversified medical subjects. Zhen Lei concentrated on visiting and investigating medical institutions to understand the situation and listen to the demands one by one. She also visited her brother units one by one, integrated the strength of propaganda, human society, medical insurance and other departments, and strengthened the policy support and demand supply for medical institutions.
After repeated visits and investigations, rounds of communication and coordination, and back-to-back deduction and construction, Haidian District established the Haidian District Hospital Steering Committee and the Health and Health System Party Building Coordination Committee in 2020. The "two committees" have become the "home" of medical institutions.

The CDC set up a 221-person flow adjustment team, and the laboratory operated 24 hours a day.
Zhen Lei took the lead in going deep into the front lines such as fever clinics, designated hospitals, isolation points, and closed communities to understand the situation, take measures, and make suggestions. "Sometimes it is more than a dozen points a day, and it is a few days and nights when you are busy. It is already sparse and common to have no food or sleep." Zhen Lei had lung surgery, and her colleagues were worried that the high intensity, great pressure and dangerous environment were too much for her, but she still insisted on working.
Zhen Lei said: "As long as it is responsible for people’s lives, whatever the cost and consequences, we must bear it." Every time the epidemic came, Zhen Lei went to the front line of community prevention and control for the first time, directly directing and deploying on the spot.
In May this year, the first positive case appeared in the Friendship Community. Zhen Lei arrived at the scene at the first time to guide the emergency closure and dispatch personnel for transshipment. According to the case of having participated in dinner and mahjong, it is judged that it has probably caused community communication. As an old open compound with 3 entrances and exits, 28 residential buildings, 7 bungalows and 2,100 households with 4,361 people, there are 2 hotels, 10 office buildings, 18 seven small stores and 70 leasing companies in the community, and most residents share toilets and kitchens.
Zhen Lei immediately reported to the district committee and government, suggesting that the whole community should be isolated in batches according to the risk level. The Beijing Municipal Party Committee and Municipal Government coordinated across provinces overnight, and Beijing and Hebei joined hands to fight the epidemic. "When 100 buses went to Chongli from the West Third Ring Road, my eyes were a little wet. The street comrades said that this is practical, but I know that there are still many problems waiting for us. " Zhen Lei and colleagues of the District Health and Health Commission quickly organized and dispatched 120 emergency vehicles to be on duty, coordinated the Chongli Campus of the Third Hospital of Beijing Medical University to meet at any time, and dispatched nucleic acid testing institutions for inspection nearby to ensure the inter-provincial medical treatment and living needs of isolated people.
Due to the accurate judgment and timely isolation, the Friendship Community detected 46 cases, all of which were under control, and the Chongli isolation point completed the isolation task of more than 8,000 people.
In the outbreak in Beijing in the first half of this year, Haidian District successfully handled 310 confirmed cases. 113 rounds of regional nucleic acid detection were successfully completed, with a total sampling of 220 million people. In the fight against the epidemic, Haidian has achieved the goals of "zero death" for confirmed patients, "zero infection" for medical staff and "zero spread" for imported epidemic situations.
